Download! and Catalogs Missing for the N75

Whats the deal with this? The Nokia N75 is missing the Download! and Catalogs feature and from the looks of the Catalogs site, it isn't compatible as of yet. Is this the norm?
I often find it weird that devices launched or available in the US still don't quite measure up to devices available internationally. But why is this?
I think the reason they're omitted was on purpose. It's obvious Cingular/ATT doesn't want users to purchase any content except through their portal.

Given that it's not going to show up on NSU courtesy of Cingular, i would imagine this is removed, as well. Stupid Cingular.

As per previous comments, I would image that the Download! was omitted by the operator.
