Not quite sure what other countries this applies too, but surfing for software for my N73 led me to this.
The date of the "Daylight saving time" will be changing in certain countries during 2007. This application updates database in the device containing the daylight saving time dates. This will help e.g. in avoiding a conflict in calendar synchronisation if the device and PC are having a different time. Please restart your device after installation for the changes to take effect.

EDIT: The new federal law that takes affect March of this year will extends Daylight Savings Time by four weeks in the United States. When the provisions take effect, Daylight Saving Time will begin on March 11 and end on November 4, 2007.
On Monday August 8, 2005 President Bush signed into law a broad energy bill (Energy Policy Act of 2005) that will extend Daylight Saving Time by four weeks in 2007. The provisions of the bill call for Daylight Saving Time to begin three weeks earlier on the second Sunday in March and end one week later on the first Sunday in November. Previously, Daylight Saving Time started on the first Sunday in April and ended on the last Sunday in October.

Interesting this is not being publicised a lot by Nokia, since the DST changes affect US and Canada, and starts in 2007. In summary if the devices are not updated, any appointments created before the DST period but falling within the new DST dates will be shifted by one hour when the DST comes into effect. Similarly, appointments created during the new DST period but falling outside the DST period will be shifted an hour when the DST ends.
This will have huge effects on businesses, travel, life as we know it but people are not really moving to update their devices.
Microsoft and Palm have released updated software for their mobile devices and Microsoft released autoatic updates for Microsoft Exchange. I haven't heard anything from Nokia or Sony Ericsson. Not a word on how this affects their devices, or what to do to prevent problems.
